About the role
JD: Senior Software Developer – SCOPE / e-Library Assignment Type: Onsite, 7.25 hrs/day, Mon–Fri (8 AM–5 PM) Duration: 125 + 125 Days Onsite Requirement: 5 days onsite Scope Design, develop, and implement enhancements to Criminal Law Division SCOPE and e-Library. Provide technical expertise for integration with Justice technologies. Support transition from Microsoft TMS to Azure DevOps with Agile SCRUM methodology. Mentor and lead team during transition. Assignment Deliverables Translate business requirements into tested application extensions. Implement RESTful API services using ASP.NET Web API/REST API. Use API design/documentation tools (Postman, Swagger/OpenAPI). Develop programming specs, UI designs, prototypes, and conduct unit testing/debugging. Provide break-fix and change management support. Perform analysis, design, testing, implementation, and documentation. Support mission-critical enterprise applications. Participate in JAD sessions, walkthroughs, and produce architecture documentation. Create use cases, class diagrams, component/state diagrams. Develop authentication/access components, user/system interfaces, install packages. Complete deployment documentation, user guides, training guides. Provide estimates, track progress, and submit deliverables for approval. Ensure knowledge transfer to internal staff throughout lifecycle. Mandatory Skills (Must-Have) 10+ years designing, architecting, and developing enterprise applications using: ASP.NET (Web API/REST API – all supported versions) .NET Framework 4.8.1 C#.NET VB.NET SQL JavaScript Frameworks: Vue.js, Angular Desired Skills Windows 10/Server 2016+ environments. Swagger (API documentation/design). .NET 5, XML, Visual Studio, MS Web Services, Enterprise Library. Team Foundation Server & Azure DevOps. WCF, WPF, Web Client Software Factory, MS Sync Framework. MS SQL Server (all supported versions). Relational/hierarchical database technologies. Middleware/gateways experience. Strong analytical/problem-solving skills. Excellent communication and interpersonal skills. OPS/Criminal Law Division application experience (asset). Evaluation Criteria .NET Programming – 40 Points 10+ years enterprise application coding/implementation. ASP.NET Web API/REST API, Swagger, .NET 5, C#.NET, Vue.js, Angular, VB.NET, XML, SQL. WPF, Sync Framework, Entity Framework, MS Web Services. Enterprise Library, TFS, Azure DevOps. Structured methodologies, UI design, prototypes, debugging, performance troubleshooting. Experience in waterfall and agile models. Technical Skills – 30 Points Senior-level expertise in system integration across business areas. Problem resolution, IT strategy, feasibility studies, cost-benefit analysis. Consultations with business areas, migration/conversion planning. Research on emerging technologies, standards, and OPS policies. Leadership, mentorship, and coaching of junior staff. Communication Skills – 30 Points Excellent verbal/written communication. Ability to negotiate and communicate with business partners. Express technical info to non-technical executives for approvals/funding. Knowledge Transfer What: Documentation of functional/technical specifications. To Whom: Project Manager / Team Members. When: Throughout project lifecycle via meetings and SharePoint. Contract Notes VOR Master Service Agreement expires April 5, 2027 (with survival clause until Oct 5, 2027). Extensions only allowed using unused days/funds. Start date subject to security clearance and contract signing.
