About the role
Role Description: We need an experienced Business Systems Analyst (BSA) to support Project McIntosh – NYS Tax Compliance Automation, a critical regulatory compliance initiative focused on automating New York State employment tax compliance processes. The ideal candidate will have strong expertise in SAP US Payroll, tax compliance, and multi-system integrations, with the ability to translate regulatory requirements into scalable technical solutions.

Required Skills • 5+ years of experience as a Business Systems Analyst within Financial Services or another regulated industry. • Strong expertise in SAP US Payroll including: • BSI Tax Factory. • Payroll configuration. • Data structures. • Tax withholding calculations. • Experience with employment tax compliance and payroll processes. • Strong understanding of: • Wage allocation. • Tax sourcing. • Multi-state payroll compliance. • Experience documenting system integration requirements. • Strong analytical and problem-solving skills. • Excellent stakeholder management and communication skills. • Ability to translate regulatory requirements into technical specifications.
Preferred Skills • Experience with New York State employment tax compliance. • Experience with Concur Travel & Expense. • Familiarity with badge swipe/location tracking systems. • Experience with EY tax/compliance platforms. • Knowledge of compensation integration and deferred compensation systems. • Experience working on regulatory compliance or audit remediation projects.
Requirements Elicitation & Documentation • Conduct detailed interviews with Payroll, Global Mobility, Concur, EY, Finance, and other stakeholders to gather business and technical requirements. • Document current-state processes and identify gaps related to: • NYS wage withholding for non-residents and business travelers. • Trailing compensation tax withholding during vesting periods. • Relocation tracking and management. • Remote work location capture. • Create detailed functional and technical requirements for system integrations and process automation. • Validate requirements with multiple stakeholder groups to ensure completeness and alignment.
SAP Payroll & Tax Compliance • Analyze SAP US Payroll configuration for NYS tax withholding calculations. • Identify configuration gaps and recommend enhancements for automated tax withholding. • Understand SAP wage types, vesting periods, and tax sourcing logic. • Collaborate with the Solution Architect on SAP update process automation. • Validate compensation data mapping and transformation rules.
Multi-System Integration • Concur to SAP integration. • Tech Infrastructure to EY Mobility Platform integration. • Payroll to EY platform via SFTP. • Document compensation data flow across integrated systems. • Define badge swipe location integration requirements and validation logic. • Establish data quality, reconciliation procedures, SLAs, and turnaround times for data processing.
NYS Tax Compliance • Interpret NY State employment tax regulations and audit findings. • Translate regulatory requirements into business and system requirements. • Work with Payroll teams to define: • Workday definitions. • Trailing compensation sourcing. • Non-resident wage allocation. • Relocation impacts on tax withholding. • Ensure all documentation is audit-ready and compliant.
Location & Travel Data Management • Define requirements for capturing actual NYS workdays. • Specify badge swipe integration requirements, validation rules, and data frequency. • Evaluate alternative location data sources such as transit, IP tracking, and mobile location data. • Define employee validation and reconciliation workflows. • Document remote work location tracking requirements.
Compensation Integration • Document compensation data requirements for EY platform integration, including: • Total wages. • Trailing compensation. • MTI. • Bonus information. • Define data transmission schedules and SFTP specifications. • Establish validation, reconciliation, and year-end processing requirements. • Identify data governance and security requirements.
Stakeholder Management • Act as the primary liaison between IT and business stakeholders. • Facilitate workshops, working sessions, and requirements validation meetings. • Escalate project risks, blockers, and ambiguities to project leadership. • Provide regular project status updates.
