The City of Beaumont is seeking a collaborative, analytical, and forward-thinking Business Analyst to join our Communications & Information Technology Services team. This position sits at the intersection of business and technology. You will work closely with stakeholders across all departments to understand needs, analyze processes, and translate requirements into effective system and data solutions. Your work will directly support the City’s digital transformation initiatives, improve service delivery, and strengthen data-driven decision-making.

What YOU’RE Responsible for:
- Leading business analysis activities to support the design, development, and implementation of enterprise systems and process improvements.
- Engaging with stakeholders to gather, document, and validate business and system requirements.
- Translating business needs into functional specifications, process maps, user stories, and solution designs.
- Analyzing current-state and future-state business processes to identify gaps, inefficiencies, and opportunities for improvement.
- Supporting the delivery of IT projects within PMO governance frameworks, including testing, implementation, and post-implementation review.
- Facilitating workshops, requirement sessions, and solution design discussions with cross-functional teams.
- Supporting System Integration Testing (SIT) and User Acceptance Testing (UAT), including test planning, execution, and validation.
- Assisting with change management activities, including training, documentation, and end-user support to ensure successful adoption.
- Developing dashboards, reports, and data visualizations to support evidence-based decision-making.
- Supporting data governance activities and ensuring alignment with enterprise data standards and tools.
- Contributing to continuous improvement of PMO standards, templates, and methodologies.
- Other duties as assigned.
What YOU Bring:
Education and Experience:
- University degree or post-secondary diploma in Business, Information Technology, Computer Science, or a related discipline (equivalencies may be considered).
- Minimum 4–6 years of progressively responsible experience in business analysis, preferably in an IT or PMO environment.
- Certification in Business Analysis (CBAP, PMI-PBA, or equivalent) is considered an asset.
- Municipal or broader public sector experience is considered an asset.
Business Analysis, Process Improvement & PMO Delivery:
- Strong experience leading requirements gathering, process mapping, and solution design activities.
- Demonstrated ability to analyze current- and future-state processes to identify gaps, inefficiencies, and improvement opportunities.
- Experience supporting end-to-end project delivery within a PMO framework, including testing (SIT/UAT), implementation, and operational support.
Data Analytics, Reporting & Data Governance:
- Strong analytical skills with the ability to interpret and analyze data to support evidence-based decision-making.
- Experience developing dashboards, reports, and data visualizations using Power BI or similar business intelligence tools.
- Understanding of data governance principles, including data quality, consistency, and the effective use of enterprise data systems.
Stakeholder Engagement, Facilitation & Change Management:
- Excellent facilitation and stakeholder engagement skills, with the ability to lead discussions and build collaborative relationships across teams.
- Strong communication skills with the ability to translate complex technical and business requirements into clear, actionable language.
- Experience supporting change management activities, including communication, training, and user adoption initiatives.

- A salary range of $79,019.40 - $103,594.40 per annum (based on experience and qualifications)
