Mandatory Criteria · The Bidder must demonstrate within the proposed resources’ resume, that they hold, as a minimum, a Masters degree from a recognized post-secondary institution in an information technology, business, or engineering related discipline. · The Bidder must demonstrate within the proposed resource’s resume that they have a minimum of three (3) years experience in the past five (5) years of preparing reports, data visualizations, briefing notes, executive summaries, and strategic documentation for Senior Management (Director level or above).

Point-Rated Technical Criteria · The Bidder must demonstrate within the proposed resource’s resume that they have a minimum of two (2) years experience in the past five (5) years performing strategic materiel sustainment work and developing materiel sustainment solutions · The Bidder must demonstrate within the proposed resource’s resume that they have a minimum of two (2) years experience in the past five (5) years developing data and analytics capabilities relevant to programme-level governance, materiel sustainment business intelligence and analytic capabilities, and Sustainment Business Case Analysis (SBCA).

Requirement: DND requires one (1) Project Leader / Executive (Contractor) to provide a variety of strategy, business, and management services to: · Assist in the development of a business intelligence and analytics capability for Materiel Sustainment; · Provide advisory services to advance the Materiel Sustainment Programme.

Objective: The objective of this requirement is to strengthen the strategic direction, planning, oversight, and analytical foundations for the Materiel Sustainment Programme including the maturation of programme governance, data management, performance management, corporate reporting, and decision-support capabilities for DMS and the broader Materiel Sustainment Programme.

Scope The Project Leader / Executive will provide strategic advice, analytical support, and coordination assistance to support executive oversight of the Materiel Sustainment Programme and the evolution of the Sustainment Business Case Analysis framework to meet the needs of the programme within the rapidly evolving Defence Industrial Strategy (DIS) and other DND/CAF and ADM(Mat) transformations that are underway.

The Contractor will work in collaboration with DMS staff, ADM(Mat) organizations, and other key stakeholders as required, including sponsors/champions and partners in Public Services and Procurement Canada (PSPC) and Innovation, Science and Economic Development Canada (ISED). Work may involve supporting strategic initiatives, preparing briefing material, developing analytical products, and contributing to the coordination of enterprise sustainment activities, particularly the integration and institutionalization of corporate reporting for materiel sustainment.

The Contractor will provide advisory and analytical support to DMS personnel responsible for establishing and operating the materiel sustainment business intelligence and analytics capability.
