We are seeking an experienced Bid Director to lead the pursuit of major infrastructure opportunities across Canada. This strategic role is responsible for managing the entire proposal development process—from opportunity assessment through submission—while coordinating multidisciplinary teams to deliver winning proposals for projects valued from hundreds of millions to several billions of dollars.

Responsibilities
Lead the complete pursuit lifecycle for major infrastructure projects, from opportunity evaluation through proposal submission and client interviews. Develop and implement winning bid strategies aligned with EBC's business objectives, client priorities, and competitive positioning. Review procurement documents, technical requirements, drawings, specifications, and commercial terms to identify project risks, opportunities, and critical success factors. Coordinate multidisciplinary pursuit teams including estimating, engineering, construction, planning, procurement, design partners, construction partners and subject matter experts. Develop and manage detailed pursuit schedules, ensuring all deliverables are completed accurately and on time. Oversee the preparation of technical proposals, methodologies, execution plans, project schedules, and other submission documents. Facilitate proposal planning meetings, progress reviews, risk workshops, and executive approval processes. Collaborate closely with estimating leadership to develop pricing strategies that balance competitiveness with project risk. Ensure proposals fully comply with client requirements while presenting compelling technical, operational, and commercial solutions. Coordinate communications with clients, partners, consultants, and joint venture participants throughout the procurement process. Lead proposal reviews to ensure consistency, accuracy, clarity, and alignment with EBC's brand and standards of excellence. Monitor market trends, procurement strategies, competitor activity, and emerging industry practices to strengthen EBC's competitive advantage. Capture lessons learned following each pursuit and contribute to the continuous improvement of bid processes, tools, and best practices.
Requirements
Bachelor's degree in Civil Engineering, Construction Management, Engineering, or a related discipline. Minimum of 7 years of experience managing bids, proposals, pre construction, or estimating for major civil or infrastructure projects. Demonstrated experience delivering complex pursuits for transportation, bridge, tunnel, rail, marine, highway, or other heavy civil infrastructure projects. Strong understanding of Canadian infrastructure procurement models, including Design-Build (DB), Progressive, Design-Build (PDB), Public-Private Partnerships (P3), Construction Management (CM), Alliance, and other collaborative delivery methods. Proven ability to lead multidisciplinary teams and manage multiple concurrent pursuits under demanding schedules. Strong commercial awareness and understanding of project risk allocation, contract structures, and procurement strategies. Exceptional written, verbal, and presentation skills with meticulous attention to detail. Excellent organizational, analytical, problem-solving, and stakeholder management skills. Proficiency with Microsoft Office Suite; familiarity with scheduling software (Primavera P6 or Microsoft Project), estimating systems, and collaborative proposal management platforms is considered an asset. Bilingualism (English/French) is considered an asset for national pursuits.
