Job Description

Position Summary

Reporting to the Director, IT PMO, the Business Analyst (BA) plays a critical role in supporting the delivery of digital, IT, and clinical transformation initiatives across Scarborough Health Network (SHN).

As part of the IT PMO account management model, the Business Analyst partners closely with Senior Project Managers, clinical programs, and corporate stakeholders to understand, analyze, and translate business and clinical needs into clear, actionable requirements. The role ensures that solutions are designed and implemented in a way that is safe, effective, and aligned with operational workflows, privacy, and cybersecurity standards

Key Responsibilities

Lead the elicitation, documentation, and validation of business, clinical, and technical requirements Develop clear, complete, and structured requirements artefacts to support solution design, procurement, and delivery Ensure requirements reflect clinical safety, operational continuity, and privacy/security-by-design principles Analyze current-state workflows and identify opportunities for optimization and transformation Document future-state processes aligned with digital solutions and organizational priorities Support business process redesign initiatives in partnership with clinical and operational stakeholder Ensure the enterprise architecture and business architecture are up-to-date on regular basis with every new IT initiative implemented Serve as a key partner to assigned departments and programs under the PMO account model Build strong relationships with clinical leaders, operational teams, and corporate stakeholders Act as a bridge between business users and technical teams to ensure solutions are fit-for-purpose Complete weekly rounding with leaders and staff of assigned corporate departments and units to ensure all IT related issues and requests are ticketed, logged, and updated Support Senior Project Managers in planning, execution, and implementation activities Contribute to project deliverables including business cases, functional specifications, and testing documentation Participate in solution validation, user acceptance testing (UAT), and go-live readiness activities Ensure all requirements and documentation align with SHN PMO standards and governance processes Support compliance with IT governance bodies (CPRC, ASRB, CAB) where applicable Maintain documentation to support auditability, traceability, and lifecycle management Promote standardized templates, tools, and documentation practices across the PMO Contribute to continuous improvement of PMO processes, tools, and methodologies Support knowledge transfer and documentation to ensure sustainability of solutions

Requirements

Undergraduate degree in Health, Business, Information Technology, or related field (required) Minimum 3–5 years of experience in business analysis, preferably in IT or digital health environments Demonstrated experience gathering and documenting complex requirements across multiple stakeholders Strong understanding of business analysis practices, methodologies, and tools Experience supporting IT, clinical systems (e.g., EMR/Epic), or digital transformation initiatives considered an asset Excellent work performance and attendance record Understands the importance of and demonstrates commitment to fostering a culture of diversity, equity, and inclusion. Demonstrated ability to model integrity, resilience, and adaptability in a rapidly evolving digital health environment.
