This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.
As an IT Advanced Business Analyst, you will be responsible for designing, implementing, and maintaining systems development, deployment, and infrastructure; as well as the systems that support them. This role bridges the gap between development and operations by promoting continuous integration, continuous delivery (CI/CD), and infrastructure as code (IaC) practices. This position collaborates with cross-functional teams to ensure scalable, secure, and reliable environments, while optimizing performance and reducing downtime through proactive monitoring and incident response. You will work as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop. The IT Advanced Business Analyst works with development team members by guiding, consulting, and collaborating on the development, testing, deployment and adoption of solutions. In addition, IT Advanced Business Analyst will be expected to perform development tasks including data fixes, data analysis and minor coding tasks. They also communicate and consult with system user populations concerning system changes and coordinates implementation planning for changes and releases.

This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position requires a minimum of four (4) years of experience in performing IT business analysis functions.
Experience Must Include
Advanced-level experience performing business analysis for large-scale IT systems including experience with requirements elicitation, business process modeling, gap analysis, solution assessment/validation, and working within structured methodologies such as SDLC, RUP, Waterfall, or Agile. Demonstrated ability to translate complex business needs into functional and technical requirements Experience working with enterprise-scale software development or testing environments such as large applications and multi-system data environments, including familiarity with programming or technical tools (e.g., Java, .NET, SQL, object-oriented languages) or testing practices. Strong analytical, problem-solving, facilitation, and negotiation skills including the ability to work with diverse stakeholders, resolve conflicts, lead requirements sessions, and move groups toward consensus on complex issues. Demonstrated skill in organizing work, meeting deadlines, preparing clear written materials, and maintaining effective working relationships with technical and business partners. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master’s degree for eighteen (18) months of experience; a bachelor’s degree for one (1) year; and an associate’s degree for six (6) months.
Strongly Preferred Qualifications
Applied technical experience supporting or developing large-scale applications including experience with web services (REST/SOAP), SQL, Java/.NET, object-oriented concepts, application servers, or load-balancing technologies. Preferred Qualifications
Certification in Business Analysis (CBAP or CCBA) or similar industry credential Experience working within government or large, complex multi-system environments Hands-on experience with Agile methodologies, DevOps concepts, and modern SDLC frameworks such as RUP, Waterfall, iterative development, and CI/CD practices. Demonstrated experience modeling complex business and data processes using tools and techniques such as BPM, UML, ERD, DFD, data mapping, use cases, storyboards, user journeys, or wireframes.
