About the role

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position based at our 20 Bay location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization. 

What will I be doing?

  • Responsible for the extraction of data from primary and secondary sources for use in reporting and analytics of asset and system performance.
  • Prepares reports for management stating trends, patterns, and predictions using relevant data including final analysis reports and communicate key facts and trends to support effective decision making to initiate and implement investment and management strategies to develop, monitor and asses class life cycle system suitability and compliance performance of agency retained and outsourced operations and maintenance contracts. 
  • Responsible for the development of reports, dashboards visual representations and supporting materials.
  • Supports and collaborates with management, asset class engineering and asset management staff to identify process improvement opportunities, propose system modifications, and devise data governance strategies. 
  • Assists in the review and reporting on compliance with asset class engineering, asset management requirements and standards, and regulatory requirements by agency delivery divisions and agency retained and outsourced contracts in areas of design, construction, operations, and maintenance.
  • Assists in whole-life cost modeling and analysis to realize long-term sustainability of the asset base working with other business units to translate asset strategies into the whole life cost model including annual or interim updates to the whole life cost model.
  • Assists in the review and assessment of compliance with asset class engineering requirements, standards, and regulatory requirements by agency delivery divisions and as directed by agency retained and outsourced contracts in areas of design, construction, operations, and maintenance including reviews of technical documents, reports, and drawings.
  • Supports the development of data requirements, classifications, and management strategies.
  • Collaborates with internal and external business clients, partners, and external stakeholders.
  • Presents materials to peers and senior management to engage and promote awareness off, and support for, the asset class discipline progress and needs and apprise them of critical issues for escalation or collaborative resolution. 
  • May support representation in and commuter industry forums (e.g. American Public Transportation Association (APTA), Railway Association of Canada (RAC).
  • Promotes effective communication amongst internal and external stakeholder groups.
  • Supports quality assurance processes.
  • Supports structured control of budgets, contract expenditures and invoicing and ensures compliance with the agencies accounting practices and policies.
  • Supports and provides input into preliminary business cases for agency multi year plans and budget developments and Treasury Board submittals (in advance of a formal standing project team).
  • Other duties as assigned.

 

What Skills and Qualifications Do I Need?

  • Completion of a University Degree in Mathematics, Computer, Engineering Science, or a combination of education, training and experience deemed equivalent.
  • Minimum six (6) years combined experience in the field of engineering data analysis and team management.
  • Data Analyst Certifications issued by an accredited university will be an asset
  • Demonstrates well-developed problem-solving skills, accuracy, and attention to detail.
  • Adept at queries, writing reports, and making presentations
  • Possesses well developed verbal and written communication skills
  • Knowledgeable in project management principles and practices, including budget and schedule controls and monitoring, review and reporting on overall progress and performance.
  • Knowledgeable in change and risk management and assessment initiatives to be able to support the team and make timely decisions to manage cost, schedule and reputational risk and address issues. 
  • Knowledgeable and able to support the development, selection and communication of metrics and performance results through the regular reporting of information, reports, and key performance indicators (KPIs) required to make well-informed business and ALM decisions.
  • Possesses strong mathematical skills to help collect, measure, organize and analyze data 
  • Knowledgeable in and able to deploy programming languages like SQL [https://www.simplilearn.com/tutorials/sql-tutorial/how-to-become-sql-developer], Oracle, R, MATLAB, and Python [https://www.simplilearn.com/why-learn-python-a-guide-to-unlock-your-python-career-article] or equivalent platforms.
  • Proficiency in database design development, data models, techniques for data mining [https://www.simplilearn.com/what-is-data-mining-article], and segmentation.
  • Knowledgeable in handling reporting packages like Business Objects, programming (Javascript [https://www.simplilearn.com/tutorials/javascript-tutorial/introduction-to-javascript], XML, or ETL frameworks), databases or equivalent platforms.
  • Proficient in statistics and statistical packages like Excel [https://www.simplilearn.com/9-ways-to-improve-microsoft-excel-skills-article], SPSS, SAS to be used for data set analyzing
  • Adept at using data processing platforms like Hadoop and Apache Spark or equivalent platforms.
  • Knowledge of data visualization software like Tableau [https://www.simplilearn.com/learn-tableau-tips-to-start-article], Qlik or equivalent platforms.
  • Able to support the development of technical standards and requirements. 
  • Knowledgeable of engineering and technical development practice for the design   of rail and bus transit assets 
  • Knowledgeable of engineering standards. 
  • Knowledgeable of change management processes and principles
  • Knowledge of how to create and apply the most accurate algorithms to datasets to determine course of actions to resolve performance issues.
  • Knowledgeable in, and able to support the development of system engineering performance and reliability metrics, and the development of KPI’s for the asset class or systemwide function for reliability, availability and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives
  • Knowledgeable in the development of performance metrics and provide recommendations for requirements and specifications that will be incorporated into third party service agreements and the use of analysis results. 
  • Knowledgeable in Safety in Design (SiD), Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles.
  • Knowledgeable in the development, implementation, and continual improvement of asset reporting systems to meet the agency objectives and levels of service.
  • Knowledge in IBM DOORS Requirements Management software is an asset. 
  • Knowledge of data visualization software like PowerBI or equivalent platforms.
