Job Description
Senior Business Architect
Responsibilities:
Analyzes government information pertinent to program design and business architecture, consults with appropriate government contacts on specific business architecture elements and prepares, leads and conducts research, discovery sessions and focus group workshops; prepares business and program model options; seeks consensus and approval on architectural collateral.
Develops program and service definitions aligned to OPS Architectural standards and Target State Architecture (TSA); creates and maintains business capabilities, service integration models of the program enterprise in line with the corporate strategy as well as contributing to the business strategy and plans.
Develops and maintains business architecture artefacts as part of the OPS Enterprise Architecture framework standard practices.
Models business at enterprise, program and business service levels. This also includes:
- Program and Service design and definitions (per OPS architectural standards), including Service Integration and Accountability Models (SIAM)
- Design of capability models, value stream maps and related architectural solutions of business tasks, mapping capability functionality to the internal and external resources,
- Develop and document governance models to support the business service and the enterprise
- Developing and maintaining architectural governance and controls over implementation
- Ensuring alignment of architectural collateral across business, application, technology and security domains.
- Lead and represent the team through the OPS Architectural Governance Points (AGP), including alignment with the Target State Architecture (TSA)
- Developing and maintaining architectural governance and controls over implementation
- Developing business transformation plans jointly with management team,
- For each step of the business transformation plan, business architects contribute in development of a blueprint of the enterprise in order to promote a common understanding of the organization and alignment of strategic objectives with tactical demands.
General Skills:
Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines;
Successfully completed business architectures in government settings or similar complex, multi-project/multi-client organizations;
Good understanding of diverse business environments, especially government environments, and a good understanding of the business drivers in these environments;
Proven ability to identify and analyze business requirements;
Knowledge and experience of information technology providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs;
Business and Information Management & IT strategic and operational planning and performance management practices, especially as they apply to the public sector environment;
Excellent communication, facilitation, negotiation, consensus building, and problem- solving skills;
Demonstrated commitment and proven ability with effective stakeholder management
Experience as a business architect, who has successfully modeled the business at the enterprise and/or core business levels for medium to large organizations
Experience in developing enterprise architecture deliverables/artefacts (e.g. models)
Knowledge of Zachman Framework including business / information / application / technology / security architectures
Desirable Skills:
Experience in developing enterprise architecture deliverables (e.g. models) based on Ontario Government Enterprise Architecture processes and practice
Knowledge and understanding of Information Management principles, concepts, policies and practices
Planning and implementation of information management strategy
Experience translating business requirements into technical and functional requirements
Proven experience and expertise with the development of Business Architecture for an acquired solution
Experience utilizing techniques and strategies to elicit, identify, validate, analyze, model and document Business Architecture

Total IT experience of at least 10 years, out of which 5 years doing Business Architecture on large complex projects
Proven ability in designing optimized future versions of business areas.
Proven ability in horizontal integration across the OPS enterprise
Excellent communication, concept visualization, facilitation, stakeholder management, negotiation, consensus building, and problem- solving skills.
Experience collaborating with executives and senior management.
Successfully completed Business and Information Architectures at the enterprise and/or core business levels for governments or large organizations
Contributed to the successful transformation of government or large organization program delivery by applying Business Architecture practices
Ability to work across Projects in a Portfolio, and across Portfolios.
Leading project teams through the enterprise engagement process.
Enterprise Architecture CheckPoint Documentation Experience (30%)
Proven ability in designing optimized future versions of business areas.
Proven ability in horizontal business integration ( i.e. identifying common elements, and delineation points)
Knowledge of or experience in Government of Ontario Information Technology Standards (GO-ITS) for Architecture.
Experience in developing business architectures using Ontario Government Enterprise Architecture methodologies and GO-ITS.
Development of Program Area(s) Business Architecture and corresponding Business Architecture Documentation (BAD) according to OPS standards and industry best practices.
Creation of alignment of Business Architecture Document to the Solution Requirements Document (SRD) and the Information Architecture Document (IAD), as per OPS standards and industry best practices, ensuring vertical integration.
Demonstrated knowledge and experience with Services modeling, Business Function Modeling, Business Process Modeling, proficient use of BPMN, Value Chain Analysis, Business Outcomes, Performance Measures and KPIs definition, Strategic, Legislative and Technology alignment,
Ability to create Business Architectures that directly informs and supports the elicitation of business and system requirements.

Desirable Skills (15%)
Knowledge of Zachman Framework
Experience in other architectural domains such as Information Architecture and Application Architecture
Experience with the OPS Enterprise Architecture governance process, in general, and with Governance Point 1 (AGP1) in particular.
Familiarity with Privacy and Records Keeping principles and concepts as they pertain to Business Architecture.
