This position is deemed a critical replacement vacancy. Why this Role is Important The Senior Manager, Procurement Office is a critical leadership role which will assist to strengthen financial stewardship and drive value across the College. This role plays a pivotal part in safeguarding institutional resources by upholding compliant procurement practices, strengthening internal controls, and ensuring spending decisions align with public‑sector accountability standards. As a key partner across the College, the Senior Manager will help drive value-for-money initiatives, support cost‑management efforts, and enable the continuity of academic and operational activities by maintaining efficient, well‑governed procurement processes. This is an opportunity to provide leadership that directly contributes to mitigating financial and reputational risks while helping the institution prioritize and manage its resources thoughtfully. Reporting to the Executive Director - Finance, the Senior Manager, Procurement Office provides strategic leadership and institutional oversight for the College's procurement, contract management, procurement governance, and compliance functions. The incumbent is accountable for ensuring College-wide compliance with Broader Public Sector Procurement Directives, trade agreements, ministry requirements, and College policies while leading competitive procurement processes, contract negotiations, vendor management, procurement reporting, and risk mitigation activities. The incumbent serves as the College's subject matter expert and authority on procurement legislation, policy, and governance, providing strategic advice to senior leadership, the Audit Committee, and the Board of Governors on procurement compliance, risk management, and procurement performance. How You’ll Make an Impact Planning and Organizing Develops, implements, and maintains College-wide procurement policies, procedures, governance frameworks, and internal controls to ensure compliance with Broader Public Sector Procurement Directives, trade agreements, Ministry requirements, Board policies, and College procedures Provides leadership and oversight for all competitive procurement processes, including complex and high-value procurements, ensuring fairness, transparency, accountability, value for money, and compliance with applicable legislation and directives Leads procurement planning activities for major institutional initiatives and capital projects, collaborating with college departments to develop sourcing strategies that support operational and strategic objectives Oversees contract governance processes, including contract templates, contract administration standards, vendor performance monitoring, and the College's contract management system Develops and implements procurement compliance monitoring processes and internal controls to identify, mitigate, and address procurement risks Provides strategic procurement advice and guidance to senior leaders, project teams, and selection committees regarding procurement options, contract structures, risk management, and policy interpretation Collaborates with Facilities and other departments on construction procurements, major capital initiatives, and complex contractual arrangements Manages key vendor relationships and contract performance to ensure services effectively meet the operational and strategic needs of the College Liaises with internal stakeholders to continuously improve procurement processes, systems, service delivery, and client satisfaction General Administration Develops departmental goals, objectives, performance measures, and operational plans aligned with institutional priorities Maintains a high level of departmental performance through effective recruitment, coaching, development, performance management, succession planning, and employee engagement Leads continuous improvement initiatives through the implementation of new technologies, business processes, reporting tools, and procurement best practices Provides leadership, supervision, and direction to Procurement Office staff, ensuring service excellence and compliance with institutional requirements Develops, monitors, and administers departmental budgets and resources to ensure effective and efficient use of College funds Establishes training and communication programs to enhance procurement knowledge, compliance awareness, and accountability across the College Strategy, Governance and Compliance Leads the development and implementation of the College's strategic procurement framework, supporting institutional priorities, operational efficiencies, risk management, and financial sustainability Serves as the College's subject matter expert on procurement legislation, trade agreements, Broader Public Sector Procurement Directives, procurement governance, and related regulatory requirements Oversees institutional procurement compliance and develops corrective action plans to address identified risks, audit findings, or areas of non-compliance Develops procurement performance metrics, dashboards, and analytical reporting to support data-driven decision-making and continuous improvement Prepares and presents procurement compliance reports, policy monitoring reports, procurement performance measures, and risk assessments to Senior Leadership, the Audit Committee, and the Board of Governors Coordinates and supports Ministry reporting requirements, procurement audits, compliance reviews, and external reporting obligations Analyzes procurement trends, market conditions, supplier performance, and emerging risks to identify opportunities for cost savings, service improvements, collaborative procurement opportunities, and strategic sourcing initiatives Represents the College in sector-wide procurement initiatives, collaborative purchasing groups, OECM activities, and professional procurement associations, and leads collaborative procurement opportunities on behalf of participating institutions Other Duties as Assigned What You'll Bring Post-secondary 3-year advanced diploma or degree in Business Purchasing, Supply Chain Management, Business Administration, or a related field Minimum 7 years of progressively responsible procurement experience, including leadership responsibility in a public sector, broader public sector, government, post-secondary, healthcare, or municipal environment Certification (current and in good standing) in one of the following: Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Supply Chain Professional (CSCP), Supply Chain Management Professional (SCMP), Certified Procurement Contract Manager (CPCM), Certified Professional Supply Management (CPSM) or NIGP‑CPP (NIGP Certified Procurement Professional) An equivalent combination of education and experience may be considered Demonstrated experience interpreting and applying procurement legislation, trade agreements, public sector procurement directives, and governance requirements Experience developing procurement policies, governance frameworks, compliance monitoring programs, and institutional reporting Demonstrated experience leading complex, high-value procurement initiatives and contract negotiations involving significant organizational risk and financial impact What This Opportunity
