The Human Resources Pension Team at Queen's University is seeking an IT professional with the ability to translate business requirements into system processes for the position of Business Analyst.  Our ideal candidate will have experience managing large complex databases with some relation to Human Resources.  The role will require someone who has an analytical approach to problem solving and solution development, is able to communicate with technical and non-technical professionals and is an effective collaborator with experience collaborating with systems users, IT professionals, vendors, and other typical stakeholders of enterprise systems.  Knowledge and experience with PeopleSoft would be an asset.

As Queen's University is transitioning its pension plan from one that is managed and administrated by one institution to a plan that is shared across multiple institutions, joining the team would provide the incumbent with the exciting opportunity to be part of this change.  Queen's is one of the post-secondary institutions spearheading this change, and this position will play a key role in developing new processes and strategies that will work equally across the partner institutions.  Additionally, as the pension plan evolves so too will this role, making it an exciting time to join the Queen's Pension Team in this capacity.

KEY RESPONSIBILITIES:  

  • Develops and maintains a complete and accurate understanding of how Pension Services conducts its operations.   Maintains detailed knowledge of Queen's pension plans (University Pension Plan (UPP) and Queen's Pension Plan (QPP)), current pension technology and infrastructure and their relationship to other HR processes and systems. Assists the Senior Director in developing the Pension Services strategy and delivering on associated projects and goals.
  • Prepares and/or coordinates statutory reporting; ensures compliance with the pension plan text, all legally prescribed timelines, and internal policies; ensures that all data is accurate and comprehensive.
  • Partners with Information Technology Services and the Human Resources Management System team as the pension plan subject matter expert to support the development of automated pension and payroll processes and to ensure pension administration system data integrity.
  • Monitors the activities of and actively engages with the co-sourced pension service provided by the plan's administrative consultant to ensure accuracy of member information.
  • Leads or serves as a representative on projects/committees involving Pension Services.    Projects may involve multiple units, both internal and external to HR.   
  • Provides advanced analytical support for Pension Services, HR and university initiatives.    Collects, gathers, audits, visualizes and analyzes information/data and makes recommendations to support decision-making.
  • Liaises extensively with the plan's actuary and trustee/custodian, as well as various University stakeholders such as Financial and Investment Services.
  • Provides work direction, and technical/functional guidance to Pension Services staff.  Reviews assignments and provides feedback on work to employees. Provides input on work performance to management staff.
  • Represents the Senior Director in their absence as assigned. 

REQUIRED QUALIFICATIONS:  

  • University degree in a related field (Business Administration, Information Management).
  • Minimum three years' experience writing advanced, complex queries and experience with relational database architecture, preferably within an ERP system.
  • Minimum five years of working knowledge within a business analysis discipline.
  • Exposure to HR and pension systems preferred.
  • Retirement Plan Associate and/or Certified Employee Benefits Specialist designation an asset.
  • Consideration may be given to an equivalent combination of education and experience.

  • Interprets how HR initiatives, university policies, or legislative requirements impact Pension Services processes.
  • Assesses complex business requirements and decide how to present information/data to best support HR senior leadership decision making.
  • Assesses the potential operational and systematic impact of changes on internal and external users and decide the appropriate course of action when developing plans/processes.
  • Determines information needed by management or project teams for decision making process.
  • Develops and provides input into project plans spanning units, acknowledging conflicting priorities and formulating successful outcomes.
  • Assesses the suitability of job candidates and recommends the most appropriate person for hire.
  • Determines priorities and makes decisions about staff utilization and the assignment of work to achieve optimum efficiencies and productivity.
  • Assesses employees' training needs and makes recommendations for internal or external training to attain proficiency.
  • Monitors and assesses output and the quality of employees' work, and recommends need for formal training or development plans to management and identifies possible staff performance and/or disciplinary issues.
