  • Master’s degree in Operations Management, Health Care Management, Industrial Engineering or another quantitative field.
  • Five (5) years recent related experience in systems planning, systems improvement or an equivalent combination of education and experience.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Director, Operations Engineering and Service planning or designate, the Senior Operation Engineer leads the application of Industrial Engineering/Operations Research principles and techniques for the optimization of patient flow and systems efficiency and leads operational analysis, diagnostic, modeling, solutions design and implementation of projects to improve systems performance. Re-engineers inefficient and disintegrated processes to streamline patient flow through the system and achieve an optimal use of resources. Provides the Director, Managing Consultant, staff, and other teams with evidence based information to assist Fraser Health (FH) Leadership in their decision-making processes. Supports the implementation and impact of proposed improvement strategies and solutions by compiling, processing, interpreting, creating, and communicating relevant data.


Responsibilities

  1. Responsible for providing a comprehensive site-specific efficiency diagnostic including conducting process analysis, modeling and root cause analysis to identify and quantify system, structural and process barriers that impede patient flow, negatively affect patient outcomes or are inefficient. Participates in the design and quantifies the impact and sustainability of corresponding solutions.
  2. Responsible for providing analysis of assigned systems-wide issues that constraint flow, quantifying impact of current state, modeling and assessing alternative solutions and generating information that will assist FH Leadership decision-making on projects. Extracts necessary information from available databases, designs and conducts physical sampling where data is unavailable. Applies complex modeling and optimization techniques in the generation of solutions and recommends systems-wide process improvement strategies.
  3. Designs and develops a variety of metrics & KPIs to better understand Fraser Health's organizational performances.
  4. Proposes solutions and strategies to leadership using data science methodologies and approaches. Proactively offers advanced analytical approaches to enhance the delivered products.
  5. Supports lead data scientists to cultivate and develop a proven and sustainable machine learning foundation and competency for Fraser Health.
  6. Supports lead data scientists and clinical teams across the health authority to strategize and develop Machine Learning (ML) and Artificial Intelligence (AI) products.
  7. Identifies, engages, and collaborates with specific partners as required for the development of ML/AI products.
  8. Constructs data pipelines to identify, clean, and integrate large sets of structured and unstructured datasets from disparate sources for use in advanced data science models and products. Enhances data collection procedures to include information that is meaningful for building a ML model.
  9. Uses ML models to identify patterns, trends, and opportunities that can make predictions or reduce workload across various clinical and operational domains within Fraser Health.
  10. Implements ML models into production by collaborating and guiding developers. Assists in model deployment and optimizing for performance.

Qualifications

Education and Experience

Master's degree in Statistics, Mathematics, Computer Science, Operations Research, Industrial Engineering or another quantitative field plus five (5) years' recent related experience with data analytics, or an equivalent combination of education and experience.

Professional/Technical Capabilities:

  • Demonstrated abilities, with appropriate techniques, tools and resources to support management in planning, projecting/forecasting and operations decision making.
  • Demonstrated abilities with industrial and business engineering and project management with long term and complex projects.
  • Expertise with flow process improvement such as Toyota/Lean Production Systems, Theory of Constraints, Six Sigma, Queuing Theory and/or Simulation.
  • Proficient with visualizing large data in BI reporting tools: Power BI, Tableau, etc.
  • Thorough knowledge of the principles, processes, procedures and methods involved in data mining, data analysis, statistical methods, and machine learning.
  • Knowledge and experience in statistical and data mining techniques including but not limited to: Simulation, GLM/Regression, Random Forest, Boosting, Trees, clustering analysis, decision trees, neural networks, etc.
  • Experience writing computer code, querying databases, and using statistical computer languages: Python, SLQ, R, etc.
  • Demonstrated expertise in knowledge synthesis and translation activities.
  • Demonstrated ability to communicate effectively, both verbally and in writing.
  • Ability to work collaboratively in an interdisciplinary environment.
  • Ability to analyze complex issues and develop recommendations using facilitation and consensus building.
  • Demonstrated critical thinking and analytical skills including statistical analysis and evaluation methodology.
  • Ability to prepare and present information to multiple audiences.
