The Senior Director of Consulting and Analytics is seeking four (4) value-driven leaders for the new Director of Consulting and Advanced Analytics opportunities within the Center for Advanced Analytics Data Science and Innovation (CAADSI) portfolio at FH. Each Director will oversee one of the following unique and interconnected portfolios respectively:

  • Digital Transformation and Priorities
  • Regional Integrated Acute Care
  • Regional Integrated Community Care
  • Quality and Patient Safety and Integrated Physicians

The Director is accountable for:

  • Implementing standardized methodologies and best practices while monitoring operational plans aligned with external and internal priorities, goals, objectives and strategies supported by performance metrics;
  • Supporting effective project management and process improvement to help improve the flow of patients across the care continuum, quality of care and overall system performance;
  • Facilitating production, dissemination and application of customized and scalable performance reports to optimize accuracy, timeliness and automation opportunities.
  • Developing inputs for strategies and policies to advance the coordination, amalgamation and integration of services to improve performance while adopting frameworks, ensuring capability for monitoring and reporting the impact and outcomes; and
  • Pursuing opportunities for performance improvement through systematic monitoring of internal/external sources and regular interaction with key partners while providing oversight to client management, problem solving, program/network/site issues and gaps.

The successful candidate will have:

  • Masters’ in Health Services Administration, Sciences, Business Administration or a related discipline.
  • Progressive experience in complex leadership roles responsible for strategy and service planning as well as projects and initiatives.
  • Expertise in applying quantitative and qualitative approaches to planning activities and performance improvement opportunities.
  • Proven ability to interact with clinical, operational and leadership partners.
  • Progressive experience in Quality Improvement, Project Management, Agile practices, Change Management and Lean Improvement Techniques are an asset.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to the Senior Director, CAADSI, the Director is accountable for providing leadership and implementing strategies developed and outlined by the Senior Leadership to the FHA Center for Advanced Analytics, Data Science and Innovation (CAADSI). Identifies opportunities and helps to implement solutions that optimize the use of health care resources employed to deliver services across the care continuum and improve population health and outcomes. Provides comprehensive support and ensures alignment for directional and service planning and forecasting across FHA transformation initiatives, programs, networks, continuums and entities. Directs project management and technical support activities for system-wide and entity-based performance improvement initiatives to enable best practice implementation and improved resource utilization. Establishes and coordinates project teams and provides leadership, guidance and support to staff to achieve goals and deliverables associated with directional planning and systems performance improvement. Positions group to provide information and improvement expertise to the organization drawing on data and resources across the CAADSI portfolio. Key partnerships are with other members of the CAADSI Leadership Team, transformation/ network/ continuum/ program leaders, patient flow leaders, other corporate services (including financial planning, facilities planning, employee engagement, population health, etc.) Reporting directly to the Director are Managing Consultants, Project Leaders, UI UX Consultants and Business Analysts.


Responsibilities

  1. Ensure implementation of standardized methodologies and best practices - such as Analytical Management Framework (AMF), by effective planning, development of tools, templates and sustainment plans.
  2. Ensure development, implementation and monitoring of operational plans in accordance with external and/or internal requirements and expectations, including goals, objectives and strategies that are supported by performance metrics and are aligned with organizational priorities.
  3. Ensure provision of effective project management, and process improvement support to clinical and operational staff to help improve the flow of patients across the care continuum, the quality of care, and overall system performance.
  4. Facilitate production, dissemination and application of customized and scalable performance reports in conjunction with the Data Management and Reporting teams, optimizing accuracy, timeliness and automation opportunities as well as alignment with other performance reporting processes.
  5. Develop and recommend inputs such as gap analysis, insights, issues and risk analysis for strategies and policies to advance the coordination, amalgamation and/or integration of services to improve performance.
  6. Collaborate with other CAADSI leaders to create/adopt frameworks and ensure capability for monitoring and reporting the impact of improvements in system performance, and the impact on population health and outcomes.
  7. Support the application of new analytical tools/techniques/models to address operational and system challenges in support of performance improvement, including system efficiency and population health and outcomes by implementation and change management plans.
  8. Ensure optimal integration of previous Regional Planning functions and previous Patient Flow Improvement functions into a cohesive/coordinated system performance group, and effectively leverage the opportunities created by positioning the group within CAADSI.
  9. Identify and pursue new/expanded opportunities for performance improvement through systematic monitoring of internal/external sources and regular interaction with key partners.
  10. Provide leadership and direction to designated team members using effective communication management techniques.
  11. Provide oversight to Client management, problem solving, addressing program/network/site issues and gaps by developing and mentoring teams to develop solutions. Manages and provides a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational area are met. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.

Qualifications

Master’s Degree in Health Services Administration, Sciences or Business Administration supported by seven (7) to ten (10) years’ recent, related experience in progressively more complex management/leadership roles with responsibilities for strategic and service level planning, managing large scale projects and initiatives, applying a variety of quantitative and qualitative approaches to a range of planning activities and performance improvement opportunities, and effective interaction with wide range of clinical, operational and leadership partners. Expertise in Quality improvement, Change management and lean improvement techniques are an asset.

  • Utilizes sounds business acumen to manage the fiscal resources of assigned area and projects in a manner that is financially responsible and consistent with the overall goals of the organization.
  • Exhibits effective leadership, coaching, and mentorship to designated staff and managers, fosters collaborative working relationships, and supports the ongoing development of staff.
