Position Title: Senior Specialist, IT Finance

Team and Location: Office of the CIO - Calgary, AB

Salary: $110,000/year

Position Summary:

Reporting to the Manager, OCIO within IT this position is responsible for supporting the overall project setup including resource and financial management of all IT Projects.

This position coordinates the setup of IT projects within the various tools required for financial and resource management and supports the financial tracking from AFE setup to closure. This position works closely with all project and program managers to ensure projects are setup per the PMO/OCIO methodology and best practices adhering to all quality management principles. This position supports the review of technical accounting classifications as part of the AFE approval and review process and supports the monitoring of spend against the IT Portfolio. In addition, this position is responsible for ensuring the accounting treatment is applied across all IT spend for Parkland, and contributes to process improvement within the OCIO.

This position also supports in tracking and maintenance of internal labour / fixed assets, and from a FP&A capacity on budget and forecast tracking, MG&A management, etc.

In addition, this position supports the Onboarding and Training of all project and program managers leverage the OCIO Toolsets and contributes to process improvement.

Key Responsibilities:

  • Setup and monitor resources within the resource management and time tracking tool to support time entry compliance and reporting.
  • Generate Resource Reports.
  • Participate in portfolio review meetings by producing the resource and schedule reporting and working with Project and Program Managers on data quality and controls.
  • Work with various Resource Managers and Program Managers to ensure resources availability for projects during execution.
  • Support project reporting through Power BI and PMO tool.
  • Confirm project schedules and resources are in conformance with the project requirements.
  • Provide training for onboarding of new project and program managers for PMO/OCIO Toolset.
  • Guide, supervise, support, train and conduct quality control on data inputs, outputs, and reporting.
  • Audit and validate the project documentation for compliance and accuracy.
  • Troubleshoot and initiate revisions to source data when errors are detected.
  • Supports the Portfolio Manager in AFE Business Case Reviews for financial accuracy challenging benefits and cost assumptions across all IT Project Spend.
  • Liaison between Finance and IT supporting leaders and project managers throughout the project lifecycle in terms of policy and technical accounting guidance. Monitors the appropriateness of capitalization for all project costs across resources, cloud, labour rates, etc per accounting policy and treatment.
  • Perform Ad hoc information, investigation, analysis and reporting requests related to finance and resource management.
  • Actively analyze, identify, propose, implement and coordinate areas of improvement to PMO/OCIO processes to support financial accuracy in reporting. Actively determine gaps and root causes of issues, and develop gap resolutions.

Qualifications and Skills:

  • Designated accountant (CPA) with 8+ years of accounting experience.
  • Experience working in a IT Project Management Office or Finance function.
  • Advanced Excel skills is required.
  • Power BI experience is preferable, but not a requirement.
  • Experience using PMO tools.
  • Significant experience in utilization of Project Controls progress and reporting tools and Enterprise Resource Planning (ERP) systems, and the interface and analysis of the data from those systems.
  • Advanced analytical and problem-solving skills related to IT project cost and execution data.
  • Excellent interpersonal skills and resilient in execution and finding information.
  • Curious mindset.
  • Strong project management and team skills, including the ability to manage multiple concurrent projects.
  • Strong skills related to execution and implementation of process changes.
  • High degree of attention to detail and organization.
  • Driven and the ability to work independently in a fast paced, changing environment and work well under pressure.
  • Ability to act as a SME for program and project managers on all PMO/OCIO related activities.
  • Committed to getting the job done in a fast paced, dynamic environment.
  • Excellent interpersonal skills and resilient in execution and finding information.
  • Advanced Excel and PowerPoint - ability to provide succinct Executive level PowerPoint summaries.
  • Previous experience in oil and gas industry, retail, manufacturing, or other intensive industry would be considered an asset.
  • Excellent written and verbal communication skills, demonstrating an ability to make complex issues and processes clear and understandable to key stakeholders and decision makers.
