The successful candidate will lead complex business analysis initiatives, assess business problems and opportunities, gather and document requirements, develop business cases and feasibility studies, and translate business and data requirements into effective technology solutions. The role requires strong experience with business process improvement, requirements engineering, stakeholder engagement, business modeling, and multiple project delivery methodologies including Waterfall, Iterative, and Agile. The candidate will also contribute to business analysis policies, processes, standards, best practices, and methodologies across the organization and support the development of cost-effective and innovative service delivery approaches. Key Responsibilities Business Analysis & Requirements Management – 30% Lead and conduct business analysis to assess client business problems, opportunities, and requirements. Gather, document, analyze, validate, and manage complex business and functional requirements. Apply business re-engineering concepts to identify business improvements and cost-effective service delivery approaches. Conduct business analysis at varying levels of detail based on project scope, objectives, and lifecycle phase. Align business analysis activities with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies. Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business I&IT initiatives. Develop and facilitate requirements-gathering processes, including JAD sessions, interviews, workshops, mock-ups, and stakeholder consultations. Conduct business modeling, use-case modeling, conceptual and logical data modeling, process and data-flow modeling, and use-case surveys. Define business rules, functional requirements, and non-functional requirements. Develop performance measures and traceability matrices to evaluate business analysis activities. Monitor progress, identify and resolve issues, and provide regular status updates to management and stakeholders. Translate business and data requirements into specifications suitable for designing appropriate technology solutions. IT Knowledge & Technical Analysis – 20% Apply knowledge of I&IT concepts, technologies, systems development, and business applications to complex business requirements. Demonstrate awareness of emerging I&IT trends and technologies. Utilize Computer Aided Software Engineering (CASE) tools to document conceptual requirements and project scope. Apply knowledge of structured, object-oriented, iterative, and Agile methodologies to user requirements. Understand systems/software development lifecycle methodologies and their application to business solutions. Demonstrate knowledge of software design, development, integration, database concepts, and user interface design principles. Apply knowledge of change management, quality assurance, risk management, test planning and execution. Understand disaster recovery and business continuity planning in relation to business requirements and client information needs. Demonstrate knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) requirements, regulations, and standards. Apply information management principles, concepts, policies, and practices where applicable. Client Relationship Management – 20% Build and maintain effective relationships with business stakeholders, clients, subject matter experts, and project teams. Lead and facilitate consultations, workshops, discussions, committees, and working groups. Work closely with stakeholders to understand, clarify, validate, and prioritize business needs. Provide expert consultation and advice on business analysis practices, methodologies, standards, and approaches. Demonstrate strong relationship-building, negotiation, communication, and interpersonal skills. Manage changes to business and system requirements while ensuring stakeholder alignment and compliance. Resolve conflicting requirements and perspectives by facilitating discussions and identifying appropriate solutions. Prepare presentations, briefing notes, reports, recommendations, business cases, and other project documentation. Communicate project information, findings, recommendations, and business analysis outcomes effectively to management and decision-makers. Project Management – 15% Support and coordinate business analysis activities throughout the project lifecycle. Work effectively within various project delivery environments, including Waterfall, Iterative, and Agile methodologies. Monitor project and business analysis progress and proactively identify risks, issues, and dependencies. Coordinate with project managers, technical teams, business stakeholders, and other project resources. Ensure requirements and business analysis deliverables are completed accurately, consistently, and within project timelines. Support project planning, quality assurance, testing, implementation, change management, and related activities. Ensure business analysis activities align with applicable organizational policies, standards, methodologies, and governance requirements. Problem Solving – 15% Analyze complex business problems and identify practical, innovative, and cost-effective solutions. Assess business opportunities and recommend improvements to existing processes and service delivery models.
