Client: Ministry of Public and Business Service Delivery and Procurement Work Location: 5700 Yonge St. 49 Places D'Armes, Kingston, Toronto, Ontario – Onsite Estimated Start Date: September 15, 2026 Estimated End Date: March 31, 2027 Business Days: 133 Extension: Probable after the initial mandate Hours: 7.25 hours per day Security Level: No Clearance Required Role Overview We are seeking a highly experienced Senior Business Analyst to provide comprehensive I&IT business analysis services for clients with diverse business and technology requirements. The successful candidate will lead business analysis activities to assess business problems and opportunities, gather and document requirements, develop business and process models, and translate business and data requirements into effective technology solutions. The role requires strong experience with rules engines or business process automation platforms, Agile methodologies, business process transformation, requirements management, stakeholder engagement, and healthcare/clinical environments. The ideal candidate will possess excellent analytical, problem-solving, communication, consulting, and stakeholder-management skills, along with a demonstrated ability to lead business analysis activities across complex projects. Key Responsibilities Technical Business Analysis — 30% Provide business analysis support for systems development initiatives involving rules engines or business process automation platforms. Develop business models, use case models, conceptual and logical data models, process and data flow models, use case surveys, test cases, business rules, and non-functional requirements. Conduct requirements analysis for business rule automation and workflow management solutions. Support projects using Agile development methodologies. Translate business and data requirements into specifications suitable for designing appropriate technology solutions. Use Computer Aided Software Engineering (CASE) tools to document conceptual requirements and project scope. Provide input to QA, system testing, and User Acceptance Testing strategies, plans, and scenarios. Business Analysis & Process Transformation — 35% Lead and conduct business analysis to assess client business problems and opportunities. Gather, analyze, validate, and document comprehensive business requirements. Apply business process transformation and re-engineering concepts to identify alternative and cost-effective service delivery approaches. Conduct business analysis at varying levels of detail based on the project phase and requirements. Align business analysis activities with Enterprise Architecture, Gating Processes, and applicable systems development methodologies. Develop strategies, business cases, cost-benefit analyses, and feasibility studies for business and I&IT initiatives. Develop effective requirements-gathering processes, including Joint Application Development (JAD) sessions, interviews, workshops, mockups, and stakeholder consultations. Conduct business modeling, use case modeling, data modeling, process modeling, and data flow analysis. Define business rules and non-functional requirements for assigned projects. Develop project approval documents, policy approval documents, regulation-change materials, presentations, briefing notes, and other supporting documentation. Develop and maintain performance measures and traceability matrices for business analysis evaluation. Monitor project progress, resolve issues, and provide regular status reports to business and I&IT management. Conduct policy and business analysis within existing frameworks and IT solutions to minimize project time and cost implications. Support business process and workflow automation initiatives. Develop and/or support the development of training and communication materials for large-scale system implementations. Healthcare & Clinical Business Analysis — 20% Apply business analysis expertise within healthcare or clinical environments. Support stakeholder engagement activities, particularly within healthcare-related initiatives. Apply knowledge of privacy and security requirements associated with software development in healthcare and clinical environments. Demonstrate experience in claims adjudication and/or pharmaceutical environments. Analyze business processes, policies, data, and requirements within healthcare-related systems. Support the development of solutions that comply with applicable healthcare privacy, security, and regulatory requirements. Communication, Leadership & Stakeholder Management — 15% Engage effectively with business stakeholders, subject matter experts, project teams, and I&IT leadership. Facilitate requirements-gathering and stakeholder-engagement activities. Provide strong consulting services to stakeholders across different organizational levels. Demonstrate excellent verbal and written communication skills. Apply strong interpersonal, negotiation, and relationship-management skills. Lead small and large teams, sub-groups, committees, and working groups. Monitor progress, identify and resolve problems, and communicate status to business and I&IT decision-makers. Work effectively as a team player while consistently meeting project deadlines. Develop and/or support training and communication materials for major system implementations.
