Job Summary In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position. Reporting to the IMITS Manager, Primary Care and Community Information Services, the Senior Business Analyst, Clinical Systems and Technical Alignment, is an integral team member responsible for providing leadership and project management in the planning, stakeholder engagement, analysis, and implementation of Correctional Health Services’ IMITS projects. The Senior Business Analyst will liaise with stakeholders regarding IMITS systems improvements, and support vendor access and contract management. Duties/Accountabilities Provides strategic planning support and change management services by leading and/or conducting process analysis and/or feasibility studies with clinical and operational end users, IMITS, and vendors to identify and evaluate user requirements in the procurement, alignment and implementation of new clinical and business system solutions. Develops alternatives and recommendations including scope and implications of applying new functionality and processes to the clinical domain. Participates in the preparation of Requests for Information/Proposal documentation and participates in vendor evaluation and selection, as required. Develops or assists in the development of project charters, work plans, task sequencing and time schedules. Works collaboratively with users and uses change management techniques in defining, implementing and documenting changes in user processes; testing and implementation plans; and detailed documentation of application setup and usage. Leads and participates in development, documentation and execution of test plans including unit, end to end integration and volume testing. Develops training and user orientation strategies; training materials; quick reference manuals and training delivery, and collaborates with relevant stakeholders to ensure consistency and conformation to organizational standards. Assumes responsibility for user support processes, vendor support, and vendor contract management, including monitoring of budgets. Liaise with stakeholders to collaboratively address ongoing systems improvements and resolve operational issues (e.g. BCCSS, OCIO, MPSSG/BC Corrections, other IMITS services). Qualifications A level of education, training and experience equivalent to a Bachelor's degree in Business Administration, Clinical Informatics, or related discipline, plus a minimum of five (5) years recent related experience in health care or information management. Superior analytical skills including the ability to; comprehend, analyze and resolve complex issues and present information in concise meaningful ways. Highly developed business writing and verbal communication skills with the ability to document work appropriately. Demonstrated ability to use database, spreadsheet and word processing software at an advanced level. Demonstrated ability to exercise tact, good judgment and initiative. Physical ability to perform the duties of the job.
