Location: Ottawa, ON (Hybrid) Duration: Up to 1 year, plus one 1-year option to extend Security Clearance: Reliability Status Responsibilities Assess the current legal case management system and its related integrations, including SharePoint, document management, financial, and reporting systems. Document current-state business processes, workflows, governance structure, security model, records management practices, and reporting capabilities. Engage business and technical stakeholders through interviews, workshops, surveys, and consultations to understand current processes, challenges, and future needs. Gather, validate, prioritize, and document business, functional, technical, data model, security, reporting, and integration requirements. Perform gap analysis comparing current capabilities against future business requirements. Evaluate modernization options, including cloud-based solutions, COTS or SaaS platforms, system consolidation, and integration and interoperability enhancements. Investigate the need for data migration from the existing solution to the recommended alternative. Identify gaps, risks, constraints, assumptions, inefficiencies, and technical limitations within the current solution and associated business processes. Develop cost estimates, effort estimates, timelines, risks, dependencies, and implementation considerations associated with modernization options. Recommend future-state architecture, solution capabilities, implementation approaches, and modernization roadmaps. Prepare a comprehensive business case, including cost-benefit analysis, risk assessment, and a high-level implementation roadmap, to support decision-making. Present findings, recommendations, and business case outcomes to sponsors and stakeholders, and incorporate feedback through review cycles. Qualifications 10+ years of experience as a Business Analyst, including gathering and documenting functional and non-functional business requirements, business process modeling, fit-gap and option analysis, writing business case documents, and converting business requirements into functional specifications. Experience providing business analyst services for the replacement of legacy systems in case management modernization or transformation initiatives, such as large-scale legal case management systems, content management systems handling high volumes of documents and large video and audio files, integration with document management and financial systems for retention and billing, calendar and event synchronization, and role-based access controls where each case and its documents may carry different access rights. Experience working on enterprise digital modernization or transformation initiatives, developing business cases, assessing enterprise technology solutions, conducting cost-benefit analysis, and preparing implementation roadmaps across enterprise application modernization, COTS/SaaS evaluations, cloud migration, platform modernization, case management, integration strategy, data migration strategy, and API strategy. Experience articulating total cost of ownership, implementation timelines, and measurable business outcomes such as case resolution time, user adoption, and compliance audit pass rates. Experience managing scope creep and timeline slippage in complex modernization assessments. Experience presenting business case findings, options, and recommendations to senior management, governance committees, and executive-level stakeholders. Post-secondary degree or diploma in an IT or business analysis related field of study. Requirements

Requires 10+ years of business analysis experience, including requirements documentation, process modeling, fit-gap and options analysis, business case development, and functional specifications. Candidates must have experience with legacy case management modernization and enterprise transformation, including solution evaluation, cost-benefit analysis, implementation roadmaps, and executive-level presentations, plus a post-secondary degree or diploma in an IT- or business-analysis-related field.
