Program Associate - Human Resources Business Analyst

To help achieve our vision of driving an engaged and accountable workforce that dares to innovate, the HR Division is looking at new ways of delivering service to the organization. To help deliver on this vision and to support the leadership team as we develop a shared services operating model, we are looking for an HR Business Analyst. This position will work with closely with Human Resources practice areas to  develop process documentation to meet enterprise and HR needs. The role is accountable to design, document, and improve processes and procedures that integrate and optimize workflow in HR (end-to-end, cross-function, cross-role, and cross-Division). 

This is a one-year (1) temporary opportunity as an employee of the WSIB with potential for extension. 

Major Duties & Responsibilities:

  • Identify current state of HR workflows and systems. This involves identifying and documenting HR business needs and associated system processing. Identify high value / high priority processes and recommend target processes.
  • Re-engineer and improve current business processes, services, systems and programs.This includes conducting research, analysis and investigation into best practices; identifying, developing and implementing innovative solutions and initiating activity to ensure processes reflect and support divisional and organizational business plans.
  • Facilitate program development by identifying, investigating, recommending and overseeing the implementation of solutions to improve deficiencies in current services, processes, and programs;
  • Facilitate the creation of, and agreement to business requirements in order to support change initiatives by reviewing, evaluating and identifying problems and opportunities; identifying and documenting business requirements for process/system changes/enhancements; obtaining agreement and sign-off to ensure the requirements are accurate and reflect business needs.
  • Recommend changes to process to improve efficiency, reduce costs, or improve value. Present recommendations to HR senior management team; once approved, work with internal teams to implement and establish measurement systems to evaluate success.
  • Work with internal teams to develop educational and instructional materials (including, but not limited to, system training materials, user guides, handbooks, quick reference guides, and user bulletins). Provide follow-up post implementation support by resolving problems and developing procedures, and tools to familiarize clients with changes. 

Job Requirements:

  • Completion of Post-Secondary Program with a focus on Business or Human Resources
  • A minimum of five (5) years experience in Business Planning and Analysis experience
  • A minimum of three (3) years Business Process mapping experience, BPMN (Business Process Model and Notation) and procedural documentation  preferred
  • Three (3) to five (5) years HR experience with expertise across several functional areas. Awareness and understanding of best practices in leading organizations of key HR processes
  • Demonstrated experience in project management, preparing project plans, and measuring and managing deliverables according to tight timelines
  • Demonstrated ability to apply critical and strategic thinking to resolve complex issues, making sound and logical judgments
  • Personal effectiveness (flexible, adaptable, stress resistant, self-confident, decisive)
  • Interpersonal savvy (listening skills and empathy, strong written and presentation skills)
  • Sound and practical knowledge of enterprise risk management
  • Demonstrated ability to apply structured business analysis methodologies, and experience defining HR business and IT processes
  • Strong interpersonal, written and oral communication skills, including facilitation skills for eliciting business requirements from stakeholders
  • The ability to communicate effectively with management, peers, staff and business area stakeholders, and proven ability to convey abstract thoughts and ideas to a diverse audience
  • Change Management skills, including effective application of conflict resolution techniques, coaching and mentoring, and the ability to promote and manage organizational and cultural change
  • Understanding of business concepts and service delivery in a public sector environment
  • Certified Business Analysis Professional (CBAP), PMP, and/or CHRP designation is an asset
  • Experience with organizational design and restructuring an asset
