The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The Commission's mandate is to provide protection to investors from unfair, improper or fraudulent practices and to foster fair and efficient capital markets and confidence in capital markets.

The Compliance and Registrant Regulation (CRR) Branch oversees the market participants that the public relies upon when investing in securities and derivatives. Using a risk-based approach, CRR focuses on initial and ongoing registration and compliance reviews of registrants.  CRR also develops significant policy/legislative initiatives affecting registered firms and individuals, at both the Ontario and national levels.  As well, the CRR Branch administers the Opportunity to be Heard process and other administrative processes that deal with registrant misconduct as part of the compliance-enforcement continuum. The Branch consists of several multi-disciplinary teams that include professional staff, Registration Officers and support staff.

Summary:

The CRR Branch is hiring a full-time Business Analyst (BA) to join their team.  In this role, you will work in an open and collegial environment to support a variety of regulatory projects, as well as established but continually improving operations. We are looking for a results-oriented individual who has strong analytical skills, preferably with some experience in the financial services sector.

Responsibilities:

The BA is responsible for gathering and understanding the business needs of the CRR Branch and how information systems and processes can support those needs.  The BA will also conduct systems testing, and participate in training and support of end users, as well as maintaining documents in support of training and knowledge sharing.  Through an understanding of the business models used within the Branch's information systems, the BA will run queries and produce reports to support the operations of the CRR Branch.

Reporting to the Lead Risk Analyst, Compliance, Strategy and Risk Team, you will:

  • Gather information to understand requirements using a variety of techniques
  • Proactively communicate and collaborate with business users to analyse information needs and functional requirements in order to deliver business requirements documents, internal controls documentation, training and user manual material, and other documents
  • Provide internal and external user support by troubleshooting systems problems, and developing and communicating solutions
  • Identify opportunities to improve our systems or our usage of systems based upon your knowledge of the business
  • Serve as an advocate for CRR and the OSC among the securities regulatory community, and when interfacing with information systems service providers
  • Create ad hoc or enhance reports of data derived and synthesized from a variety of databases

Skill Requirements:

  • Problem-solving and strategic thinking as well as clear and concise verbal and written communication skills are critical for success in this role
  • The ability to interact professionally with a diverse group, including senior managers and subject matter experts, is a key skill requirement for this position
  • Superior analytical and research skills are required to systematically break down complex and multi-dimensional problems and processes
  • Ability to work with minimal direction and with concentration on precision of work, but also prioritize tasks and duties, meet strict deadlines, as well as change or substitute tasks to meet fluctuating demands

Education/technical training:

  • University degree in information technology, business with specialization in information systems, or another relevant area of study
  • 5+ years of business analyst experience
  • High proficiency in MS Office suite of products as well as some experience with Visio, Crystal Reports, and Business Objects
  • Some experience with Cognos, Microsoft BI or other business intelligence software would be helpful

Experiential requirements:

  • Knowledge and experience in requirements gathering techniques and documentation
  • Experience developing, coordinating and performing UAT testing
  • Experience with project management would be useful
