Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
The Manager provides MI informatics leadership and management for the designated areas across Fraser Health. The Manager is a member of Medical Imaging (MI) Leadership and is responsible and accountable for the operational management and customer service functions of the Informatics team. The Manager oversees the development and provision of measurable improvements in standardization and implementation of best practices in clinical imaging information systems. Leads and oversees the development of a comprehensive range of planning and developmental projects and activities, and coordinates and partners with Fraser Health (FH) Information Management and Information Technology Systems team members to optimize and ensure computer systems connectivity within FH and externally.

The Manager is a member of applicable management groups and collaborates with respective FH team members, members of the MI Leadership Team, and key internal and external partners to achieve excellence in client and family-centred care. Ensures high quality and effective delivery of MI Informatics services needed to support program/service delivery. Influences the BC Ministry of Health (MoH) and various partners to inform the establishment of appropriate provincial data standards. Ensures regular, comprehensive, and reliable reporting to the MoH on MI wait times and provides the data analytics support necessary to fulfill the MoH-mandated requirements.


Responsibilities

  1. Participates in the development, implementation, and evaluation of effective department-wide policies for information systems and strategies that ensure integrated and sustainable MI programs and services consistent with established priorities and the vision, values, and strategic direction of FH as well as standards set out by accreditation and other regulatory bodies. Ensures consistency with regional and professional standards and the maintenance of accreditation and radiation safety standards.
  2. Develops and maintains effective and efficient communication mechanisms through continual liaison, coordination, and monitoring across all partner groups and management team members; ensures integration of informatics services and data flow to support the delivery of high-quality health care, promotes best practices, addresses issues, and identifies improvements to maximize organizational efficiencies.
  3. Develops as appropriate and maintains an effective workforce plan for assigned MI Informatics services in collaboration with key partners that ensures the ongoing availability of qualified and technically competent informatics staff, consistent with FH strategic goals and objectives, and within the context of operational demands and environmental and resource constraints.
  4. Serves as primary contact for enhancement requests and issues. Responds to enquiries, supports, facilitates and coordinates research and development projects and participates in the management of computerized information systems.
  5. Collaborates in the development of assigned capital and operating budgets for MI Informatics to complement strategic directions within existing fiscal constraints. Uses best utilization methods to thoroughly monitor and adhere to allocated budgets; monitors operating and capital budgets for assigned areas as appropriate; conducts variance analysis of allocated budgets and provides reports and recommendations on budget variances impacting long and short term fiscal planning for existing and new services.
  6. Manages designated staff including the planning and establishing of work priorities, scheduling and task/work/project assignments, approving of vacation and leave, and evaluating of employee performance; investigates and resolves work and staff issues including disciplinary action and termination. Makes recommendations to the Director regarding planning, organizing, implementing, and evaluating the services provided by the department. Leads or supports the interview process and recommends selection of new staff. Develops and conducts staff orientation and provides staff with professional development training and opportunities. Monitors and prepares reports on such issues as overtime and attendance management.
  7. Implements effective performance management processes and provides direction, guidance and cross-site leadership to assigned unionized and non-contract staff including those who have supervisory responsibilities. Ensures the culture is one in which individual competencies can thrive.
  8. Provides the necessary support to the MoH by working collaboratively to establish provincial data standards and ensures regular, comprehensive, and reliable reporting to the MoH on MI exam volumes and wait times; provides l leadership, management, and direct data analytics support as necessary to fulfil the MoH-mandated requirements.
  9. Performs other related duties as assigned.

Qualifications

Baccalaureate degree in a relevant profession, supplemented with leadership and business management courses, as well as a minimum of five (5) years’ recent, related progressive informatics leadership experience in a complex acute care information systems environment including two (2) years in the coordination, implementation and maintenance of radiology information systems and/or picture archiving and communication systems or an equivalent combination of education, training and experience.
