Business Analyst – Senior (Level 3) Role Overview The Ministry seeks Senior Business Analysts to join the Project Management & Program Delivery team, collaborating with solution vendors and stakeholders to design and deliver user‑focused digital solutions. Key Responsibilities Lead hybrid agile teams (Scrum, XP, waterfall mix) to design and evaluate online user experiences and content strategies. Define product vision, design criteria, planning activities, communication protocols, prioritization, and transition requirements. Apply evidence‑based approaches (analytics, interviews, testing) to improve design choices. Ensure compliance with WCAG 2.0/2.1 accessibility standards and Ontario Digital Service Standard. Visualize and design digital solutions that are simple, user‑friendly, and accessible. Assess user needs, goals, and pain points; lead usability testing and define metrics. Manage backlog, prioritize features, and decide release timing to maximize feedback. Conduct stakeholder consultations, identify trends, and assess feature requests. Guide the team in content design, wireframes, templates, navigation, functional specs, and prototypes. Provide mentorship, coaching, and subject matter expertise in usability, accessibility, and design. Lead prototyping, ensuring new features meet standards before deployment. Deliver project status reports, risk mitigation strategies, and executive presentations. Translate concepts into user flows, mock‑ups, and prototypes; rapidly test and iterate. Troubleshoot UX limitations, adjust layouts based on feedback, and ensure timelines are met. Technical Skills 6+ years designing online user experiences for complex digital solutions. Proficiency with design tools (Photoshop, Illustrator, InDesign, Balsamiq, InVision). Experience in responsive/mobile‑first design, typography, and information architecture. Knowledge of usability principles, accessibility standards (WCAG 2.0/2.1 A & AA), and interaction design. Familiarity with Microsoft Azure, backlog tools (JIRA, Azure DevOps, Pivotal Tracker), and collaboration platforms (MIRO, Confluence, Trello, Office 365, Google Drive, Zoom, Slack, Teams). Scrum master experience preferred. People Skills Strong communication, collaboration, and negotiation skills. Effective facilitation, presentation, and time‑management abilities. Leadership in guiding teams and building stakeholder relationships. Analytical & Problem‑Solving Expertise in design thinking and user‑centric approaches. Ability to resolve issues quickly, provide recommendations, and translate business goals into digital experiences. Strong research skills to identify industry trends and recommend improvements. Deliverables Product vision, roadmap, and strategy (audience, problems, value propositions). User epics, stories, backlog, sprint plans. Requirements (functional/non‑functional), test strategies, and cases. Customer insights from end‑user research. KPIs, metrics dashboards, and success criteria. Continuous delivery of product features via agile methodologies. Risk mitigation strategies and executive communications. Support for development/testing teams: defect logs, test plans, UAT, integration testing, risk documentation. Evaluation Breakdown Technical Skills – 40% People Skills – 30% Analytical & Problem‑Solving – 30% Hybrid: 3 days in office Must Haves: Significant UX design experience for complex digital solutions. Agile/Scrum delivery expertise (Scrum master preferred). Basic Azure knowledge. Proficiency with collaboration and backlog tools. 6+ years BA experience.
