📢 Hiring: Business Analyst 3 – Target Operating Model Specialist 📍 Fredericton, NB | Remote 📅 Duration: 24 Months + Extension We are seeking a senior Business Analyst – Target Operating Model Specialist to support a large-scale provincial Clinical Information Solution (CIS) / Digital Health transformation. The role will focus on operating model development, capability assessment, stakeholder alignment, governance, service delivery models, and healthcare transformation across multiple organizations. Must-Have Skills: ✔️ 15+ years consulting experience in strategic planning, business planning, and/or operating model development ✔️ 10+ years Canadian healthcare experience supporting multi-organizational partnerships and large-scale digital health transformation ✔️ 10+ years government and health system management/planning experience ✔️ Experience with Clinical Information Systems (CIS) or large-scale digital health initiatives ✔️ Strong Target Operating Model (TOM) development experience ✔️ Experience developing capability models, governance frameworks, role/responsibility models, and service delivery models ✔️ Experience working with provincial governments, hospitals, Regional Health Authorities, and health networks ✔️ Strong stakeholder facilitation, workshop management, consensus building, and executive engagement skills ✔️ Experience managing multiple concurrent workstreams in complex, matrixed environments ✔️ Strong project/program leadership, dependency management, risk management, and executive reporting ✔️ Exceptional written and verbal communication skills, including senior-level PowerPoint presentations and briefing materials ✔️ Bachelor's degree in Business Administration, Health Informatics, Information Technology, or related field Key Responsibilities: • Support development of the Target Operating Model for a province-wide Clinical Information Solution. • Develop and refine the CIS Capability Model, including core capability domains and target maturity levels. • Facilitate workshops with healthcare executives, clinical leaders, IT teams, government stakeholders, and health organizations. • Define guiding principles, design guardrails, decision rights, roles, responsibilities, and cross-entity interfaces. • Conduct current-state and future-state assessments to support operating model development. • Support service delivery options analysis, including in-house, shared services, hybrid, and other models. • Develop business cases and recommendations for sustainable healthcare operating models. • Lead and coordinate development of operating model artefacts, including process maps, SOPs, SLAs, governance frameworks, TORs, and related documentation. • Manage integrated plans, milestones, dependencies, risks, decisions, and governance activities. • Provide oversight for major deliverables including Future State Vision, Capability Model, Target Operating Model, Role & Resourcing Framework, Transition Roadmap, and Service Delivery Model Options Analysis. • Prepare executive-level status reports, briefing materials, risk/issue logs, decision records, and presentations. • Build consensus across diverse stakeholders and support organizational and systemic change within a complex healthcare environment.
