INTRO

The mandate of the Central Program Office is to be the centre of excellence for the project management function at Canadian Nuclear Laboratories and thereby contribute to completion of projects safely, on-time, on-budget, and to the quality standards required.

DUTIES

The Change Control Coordinator's essential responsibilities include, but not limited:

  • Processing Performance Baselines;
  • Back up Program Change Coordinator's in processing Performance Baseline Change Proposals (PBCP);
  • Ensure timely preparation and presentation of all reports;
  • Assist in implementing initiatives such as train and guide Mission Project Controls Coordinators in preparing Performance Baseline Changes;
  • Ensure PBCP compliance with procedure;
  • Maintain PBCP Log and Assign PBCP numbers;
  • Produce/distribute Record of Decisions from PBCCB meetings to attendees;
  • Track/coordinate PBCPs through the process;
  • Review/support preparation of PBCP to ensure changes adequately identified and integrated;
  • Validate PBCP and overall completeness of data;
  • Verify approved PBCPs are distributed;
  • Aid in development of monthly reports;
  • Administrator for PB Change Proposal SharePoint site –where Missions submit PBCP documentation, PBCP Log Status Reports, PBCP calendar and PBCCB material is located;
  • Archive PBCP documentation in document management system;
  • Conducts surveillance on project data accuracy and completeness and provides feedback to project teams;
  • Documents and communicates lessons learned with respect to PBC processes, procedures and tools and uses the experience gained to continually improve those processes, procedures and tools;
  • Actively solicits feedback from Project Clients and project teams on the effectiveness of PBC processes, procedures and tools;
  • Performs other duties as required by Manager;
  • Generate reports for various audiences.

QUALIFICATIONS

Education:

  • University graduation in Engineering, or Accounting, or Business Administration;
  • PMP or certification from AACE International is an asset.

Specific skills:

  • Minimum of 7 years of experience as a Project Cost Controller;
  • Minimum of 2 years of Planning/Scheduling experience in Project Environment;
  • Over 7 years of progressively responsible project delivery experience is critical for performing most of the essential responsibilities.
  • Self-managing. Needed to organize and plan own work (establish priorities, produce action plans, set and meet deadlines, monitor performance, evaluate and manage risks) including corporate strategic initiatives, assigned to the PMO.
  • Excellent Microsoft Excel skills – Must be familiar with Pivot tables, V-lookups and If-statements;
  • Knowledge in scheduling, cost estimating and in the use of MS Project, Primavera is highly advantageous;
  • Perform Progress and Performance Analysis: This position will ensure that the comments received from the projects answer all the necessary questions such as what changed, why it changed, were the reasons behind the change was within our control or were beyond the control of the organization? And what is being done/will be done to mitigate the impacts of the change?

  • Must be able to make timely, educated decisions and recommendations to support the overall outcome;
  • Train and guide Mission Project Control Coordinators in preparing Performance Baseline Change;
  • Is expected to function as the professional expert on Change Control process methodology and as such provides technical leadership to the lines of business, Project Managers and Training Consultants on project tools and methodology, procedures and policies;
  • Interpersonal consultative and leadership skills to secure commitment from multiple stakeholder groups and individuals;
  • Frequent interaction with all levels of management;
  • Excellent writing ability and experience to focus the narrative to the appropriate audience i.e., Board of Directors/Senior Management;
  • Excellent analytical, report writing, communication and presentation skills;
  • Plan and support facilitation of management and work team meetings and workshops;
  • Coordinate training initiatives to support administrative process improvements;
  • Must be able to establish priorities to meet conflicting requirements;
  • Anticipate future needs / trends and formulate strategies and processes to accomplish future tasks;
  • Must be prepared to adapt to and champion a fast-paced, changing environment where requirements and timelines may change, as driven by business needs;
  • Where processes may not exist or are changing, will often be provided general/formative direction and guidance, and be expected to team with others (within and outside of the business planning team) to make recommendations;
  • Be prepared for team-based preparation of plans and documents that may undergo multiple rounds of review and change including through several levels of management;
  • Works in a multi-task environment with multiple objectives in progress at any one time;
  • Works with minimal supervision and direction;
  • Must be self-motivated to achieving desired objectives through deliberate planning and execution of work tasks;
  • Works in an office environment, where concentration at a computer screen is required;
  • Willing and able to work extended hours to achieve milestones;
  • May involve special assignments, additional responsibilities as delegated;
